Singapore’s Formidable-class frigates have begun carrying the Blue Spear surface-to-surface missile, giving a visible hardware milestone to a mid-life upgrade that has been planned for several years. The weapon is fitted aboard RSS Steadfast, the third ship of the six-vessel class, and replaces the Harpoon anti-ship missile as part of a wider refresh of the frigates’ combat, communications, and engineering systems.

Singapore’s Ministry of Defence first set out the upgrade programme in 2022 and later confirmed Blue Spear as the Harpoon replacement. The missile is marketed by Proteus Advanced Systems, the joint venture between Israel Aerospace Industries and Singapore’s ST Engineering, and is derived from the Gabriel missile family. Published specifications give the subsonic weapon a range of about 290km, with beyond-line-of-sight engagement and a seeker intended to operate in congested electromagnetic environments.

The important change for the Formidable class is not simply the replacement of one anti-ship missile with another. Blue Spear adds a longer-range surface-strike option and is designed for both maritime and land targets, which increases the demands placed on targeting, communications, combat management, and mission planning. A missile able to reach farther than the ship’s own organic sensors can see still depends on reliable target-quality information and a combat system able to manage that data without slowing the engagement chain.

That is why the missile fit sits inside a broader modernisation rather than a stand-alone weapons change. Singapore has said the frigates will receive upgrades to their combat management systems and communications, while engineering improvements are intended to support continued readiness after close to two decades in service. The Ministry of Defence has also described plans to introduce newer technologies, including artificial intelligence where appropriate, to help operators process information and react more quickly.

ST Engineering Marine has a direct role in the platform side of the programme. Its contract covers design and engineering work on marine and electrical systems, including the ship management and power generation systems, with the frigates to be upgraded progressively. The company expects the first ship to complete its overall upgrade from 2028, which makes the current Blue Spear installation an intermediate integration milestone rather than evidence that the class-wide modernisation is complete.

The engineering burden of a frigate mid-life upgrade tends to sit below the most visible equipment. New missiles, sensors, and consoles have to be accommodated within existing power, cooling, software, structural, safety, and maintenance constraints, while the ship must continue to meet naval standards established long before the new equipment was designed. Integration teams also have to control configuration across six hulls so that software, spares, training, and technical documentation do not fragment into slightly different ship-by-ship baselines.

Singapore’s industrial participation gives the programme another dimension. ST Engineering is involved in both the platform upgrade and, through Proteus, the missile business, giving the country domestic engineering exposure across more than one layer of the capability. That does not make every element of the weapon or ship sovereign, but it strengthens the local base available for integration, support, and future modification over the remaining life of the class.

The Formidable-class frigates entered service between 2007 and 2009 and remain Singapore’s principal surface combatants. Extending their useful life therefore requires more than restoring machinery or replacing obsolete electronics; the ships have to remain relevant in a regional environment where surveillance ranges, missile reach, electronic warfare, and networked targeting have advanced substantially since their original design was frozen.

Blue Spear’s integration is one of the clearest signs that the upgrade is now moving through fitted hardware rather than planning documents. The missile is visible on RSS Steadfast ahead of the ship’s scheduled public visit to Tokyo later in August, while the wider programme continues towards the first complete ship upgrade from 2028.

The class-wide sequence will also test how efficiently Singapore can repeat the integration work from one hull to the next. Lessons from the first installations should feed into later ships, but naval upgrade programmes can still expose differences in cabling, machinery condition, software baselines, and previous modifications that complicate supposedly standard work.

The remaining work will determine how much capability the new missile actually adds. Range figures attract attention, but operational value will depend on the quality of the targeting chain, the resilience of the ship’s communications, the maturity of combat-system integration, and the Navy’s ability to sustain the new configuration across all six frigates. Those are less photogenic than a new launcher, but they are what turns a missile installation into a fleet capability.
