Castelion has secured another Navy award advancing Blackbeard hypersonic production. The $89.997 million order funds manufacturing, exportability engineering, logistics, and transition towards a Navy programme of record.

Castelion has received a $89.997 million US Navy order for engineering, technical, logistics, and manufacturing work intended to advance its Blackbeard hypersonic weapon towards Early Operational Capability and transition the system into a Navy programme of record.

The firm-fixed-price order was placed against an existing basic ordering agreement under a Small Business Innovation Research Phase III effort titled Low Cost Highly Manufacturable Long Range Strike Weapon Production. Work will be performed in Torrance, California, and is expected to continue until August 2028.

The Navy says the latest effort will fund Defense Exportability Features design modifications, support development of 50 EOC weapons, and provide the engineering, logistics, and manufacturing services required for programme transition. The full $89.997 million is being obligated at award from fiscal 2025 and 2026 research, development, test, and evaluation funding.

The reference to 50 weapons needs careful handling because Castelion already announced a separate $23.4 million order in June for production and delivery of 50 Blackbeard EOC pre-production prototypes and 50 associated storage and shipping containers. The August notice does not state whether its 50 EOC weapons are additional to that June batch.

Adding the figures together and describing the programme as 100 weapons would therefore go beyond the public evidence. The safer interpretation is that the latest order significantly expands funded engineering and manufacturing activity around the EOC objective while the relationship between the two 50-weapon references remains undisclosed.

Blackbeard is being developed around a different industrial premise from many earlier hypersonic programmes. Castelion presents the weapon as a lower-cost, highly manufacturable long-range strike system whose propulsion, guidance, structures, and production processes are designed for substantially higher output than programmes built primarily around small quantities of specialised test hardware.

The Navy’s contracting sequence shows how quickly the programme has moved. A February order worth roughly $50 million covered full-scale prototypes, flight testing, operational fielding, and EOC work. An April modification worth about $105 million added final EOC requirements, test and integration configurations, and live-fire activity. The June delivery order then introduced a defined batch of 50 pre-production prototypes.

The 25 August order adds another layer by explicitly funding manufacturing services and transition to a programme of record. That distinction matters because a programme can demonstrate a weapon successfully without having the industrial controls needed to produce it repeatedly. Production requires qualified suppliers, process documentation, acceptance testing, configuration control, storage and handling arrangements, and enough capacity to recover from failed components or rejected lots.

Castelion has been investing privately in that production base. In August, the company announced a $1 billion Series C financing package comprising $800 million in equity financing and a $250 million committed revolving credit facility. It said the capital would be used to increase Blackbeard production capacity and expand manufacturing infrastructure at and beyond Project Ranger in Sandoval County, New Mexico.

Project Ranger is a 1,000-acre manufacturing campus intended to support missile and solid-rocket-motor production. Castelion says it had already committed more than $250 million in private infrastructure spending there before the latest financing and plans to invest substantially more as Blackbeard output rises.

Manufacturing scale is especially important in hypersonics because propulsion, thermal management, guidance, materials, and high-speed test can become bottlenecks. A design intended for higher-rate production still has to show that yields remain acceptable, suppliers can sustain quality, and test requirements do not consume so much time and infrastructure that output stalls before reaching the planned rate.

The exportability work in the new order adds another engineering requirement. Designing export features before full-rate production can reduce the cost of creating allied configurations later, particularly where sensitive technologies, software, guidance functions, or performance parameters may need to be protected or altered. It does not mean a foreign sale has been approved, but it shows export considerations are being incorporated while the production baseline is still developing.

Blackbeard also has to complete platform integration before manufacturing volume translates into an operational inventory. Earlier Navy work has included integration and testing associated with the F/A-18E/F Super Hornet, while Castelion and Saronic have separately announced plans to demonstrate a maritime launch from an autonomous surface vessel in 2027.

The current order therefore sits between prototype production and sustained acquisition. It funds engineering, logistics, manufacturing, exportability changes, and the transition towards a programme of record, while the Navy continues to build evidence that the weapon can be integrated, produced, stored, and supported in useful quantities.

The immediate unanswered question is how the August reference to 50 EOC weapons relates to the 50 pre-production prototypes ordered in June. Programme documentation, follow-on delivery orders, and production activity at Project Ranger should eventually resolve that point. Until then, the stronger industrial story is not an assumed doubling of quantity but the Navy’s continued movement from prototype development towards a repeatable Blackbeard production system.
