Northrop Grumman has secured another production order for JCREW systems. The $46.1 million modification adds electronic-warfare equipment, retrofit kits, spares, and engineering support, with Australian Foreign Military Sales funding forming part of the award.

Northrop Grumman has received a $46.09 million US Navy modification for additional Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare systems, retrofit kits, spares, and engineering support.

The firm-fixed-price action applies to JCREW Increment One Block One under an existing contract. Work is split between Beaverton, Oregon, with 66%, and San Diego, California, with 34%, and is scheduled for completion in December 2028.

Australian Foreign Military Sales funding accounts for $15.94 million of the award. US Navy and Air Force procurement, operations and maintenance, and research and development accounts provide the remainder, creating a production requirement supported by several customer and funding streams rather than a single service procurement line.

JCREW was developed to counter radio-controlled improvised explosive devices through electronic warfare. Northrop Grumman’s wider JCREW/DRAKE family now also addresses small uncrewed aircraft, using software-defined radio technology to detect, identify, track, and disrupt radio-frequency threats.

The company describes the current family as a fielded electronic countermeasure architecture available in mounted, dismounted, and fixed-site forms. Common hardware and software are used across variants, an approach intended to simplify upgrades and logistics while allowing the equipment to switch between counter-RCIED and counter-UAS missions.

The 7 August contract notice is specifically for Increment One Block One equipment, so it should not be read as an order for every later DRAKE configuration. Its inclusion of retrofit kits and engineering support nevertheless shows why electronic-warfare production rarely stops at manufacturing additional boxes to an unchanged drawing.

Radio-frequency threats evolve much faster than most military platforms. Commercial radios, digital protocols, drone control links, navigation systems, and improvised transmitters can change within product cycles measured in months, leaving electronic countermeasure systems dependent on software, threat data, signal-processing updates, and periodic hardware changes throughout service.

Retrofit activity allows an operator to bring fielded equipment towards a newer baseline without replacing every unit. That can reduce procurement cost, but it places a greater burden on configuration management because the manufacturer has to know which hardware and software combination is installed in each population of systems and which upgrade path applies.

The production line has to support that variation without fragmenting into a collection of one-off builds. Receivers, processors, amplifiers, antennas, power systems, ruggedised enclosures, displays, and cables must be controlled against approved configurations, while engineering teams continue to update the techniques used to recognise and defeat changing signals.

Northrop Grumman’s open-architecture approach is intended to reduce some of that pressure by using common interfaces and software-defined functions. Where a new threat can be addressed through software rather than a redesigned radio-frequency chain, capability can be fielded without waiting for a complete hardware production cycle.

Hardware still sets hard limits on frequency coverage, output power, processing performance, thermal behaviour, and antenna characteristics. Some threat changes will therefore require physical modifications, which is why sustaining an electronic-warfare fleet depends on engineering support and retrofit capacity as much as the initial production award.

The Australian element increases the importance of disciplined configuration control. Foreign Military Sales customers require equipment, documentation, support, training, and approved technical baselines that remain compatible with their own operating environments and national requirements.

Allied demand can improve production continuity by adding volume and supporting suppliers between domestic procurement lots. It can also complicate scheduling where sensitive electronic components, processors, specialist radio-frequency devices, and test equipment are required by several customers drawing from the same production base.

The latest award spreads work across two US locations and several funding accounts, with completion more than two years away. That gives Northrop Grumman a defined period in which production, retrofit work, spares, and engineering activity will run together rather than as separate programmes.

Such continuity is particularly useful in electronic warfare, where support teams need access to the same design information, test equipment, software environments, and specialist engineering knowledge used by production. Allowing those skills to dissipate between intermittent orders can make later upgrades slower and more expensive than maintaining a steady technical baseline.

JCREW’s industrial requirement is therefore becoming one of sustained configuration management rather than simple serial manufacture. The $46.09 million modification keeps complete systems moving through production, but the retrofit kits, spares, engineering work, and Australian requirement show where much of the programme’s longer-term workload now sits.
