UTM Ltd has secured a five-year US Army framework contract worth up to $257.4 million for 5.56mm marking ammunition used with the Close Combat Mission Capability Kit, extending an established supply role in American force-on-force training.
The firm-fixed-price, indefinite-delivery/indefinite-quantity award covers M1042 loose and M1071 linked cartridges. Army Contracting Command said work locations and funding will be determined with individual orders, with completion expected by 24 August 2031. One bid was received for the requirement.
The headline value is a contract ceiling rather than guaranteed expenditure. An IDIQ vehicle allows the Army to place orders against an agreed framework as requirements emerge, so the eventual manufacturing workload will depend on delivery orders issued over the next five years. Even so, a ceiling above $257 million gives the Suffolk-based manufacturer a substantial route into continued production for an established Army training system.
The Close Combat Mission Capability Kit allows soldiers to use converted service weapons in force-on-force scenarios without firing conventional live ammunition. UTM’s system uses weapon conversion hardware and low-energy marking cartridges that provide visible hit indication while preserving familiar weapon handling and operating procedures.
UTM lists the M1042 as its loose 5.56mm man-marker round and the M1071 as the linked variant for belt-fed weapons. The company’s CCMCK documentation also identifies compatible conversions for M4 and M16 rifles and the M249 machine gun, giving the ammunition family a direct relationship with weapons already used widely across Army training.
The conversion architecture is designed around separation between training and live-fire configurations. UTM’s Blue Bolt replaces the standard weapon bolt and uses an offset firing pin intended to prevent centre-fire live or blank ammunition from being discharged through the converted weapon. The company states that the conversion can be installed in around 30 seconds, supporting exercises where units move between normal weapon handling and dedicated non-lethal training.
The marking round itself uses an aluminium case and a low-energy projectile containing coloured wax. UTM publishes an average muzzle velocity of about 375 feet per second and says the projectile maintains a shot group of four inches or less at 30 metres. The Army has adopted a 75-metre surface-danger zone for training with the ammunition, allowing force-on-force activity to be conducted in a much smaller controlled area than conventional live-fire exercises require.
Those characteristics make consistency more important than novelty. Training ammunition has to cycle the converted weapon reliably, produce repeatable trajectories and visible marking, and maintain the safety characteristics on which exercise planning depends. Manufacturing variation that would be merely inconvenient in an ordinary training aid could undermine both realism and confidence in the conversion system.
The new award therefore creates a production and quality-control requirement as much as a procurement headline. Individual cartridge lots will need controlled materials, dimensional consistency, reliable primers, repeatable projectile performance, packaging, traceability, and acceptance procedures. UTM will also have to maintain the associated supply chain over a contract period stretching into 2031, when some commercial materials and components may have changed several times.
Because the award covers both loose and linked ammunition, production planning also has to account for different packaging and feed arrangements around the same basic training function. That adds another layer of lot control and acceptance work even before the Army determines the quantities it will call off under the framework.
The British industrial angle is unusually clear for a US Army small-calibre ammunition award. The contract names UTM Ltd in Bury St Edmunds as the awardee, while the company’s international operation remains based in Suffolk. That places a UK manufacturer inside a recurring US Army training-ammunition requirement rather than a one-off demonstration or research programme.
The Army has used CCMCK equipment for years, and UTM’s own documentation states that the weapon conversion received full materiel release in 2009. The latest contract is therefore best read as a continuation and potential expansion of an established training capability. It does not introduce a new weapon, nor does the ceiling mean the Army has immediately ordered $257.4 million of cartridges.
Its industrial value will become clearer as delivery orders are issued. Those orders will reveal initial quantities, production tempo, and whether demand under the new framework materially exceeds previous CCMCK supply levels. For UTM, the task is straightforward to describe but demanding to sustain: manufacture a specialised training round consistently enough, and in sufficient volume, that units can rely on the same weapon behaviour and safety envelope across repeated force-on-force exercises.
