Rheinmetall has received the first disclosed call-off under the Bundeswehr’s G-CAP II static-accommodation programme to build and operate a modular camp for up to 2,000 soldiers in Lithuania.
The construction element is valued at €250 million, while subsequent operation is valued at €40 million a year. Rheinmetall says the camp is due to become operational from mid-August 2027, after which the company will provide facility management, laundry services, and catering as part of the operating package.
The order was placed by the Federal Office of Bundeswehr Infrastructure, Environmental Protection and Services. G-CAP II SU is intended to give the German armed forces a pre-arranged commercial route for static accommodation during deployments, standby commitments, international crisis management, and national and collective defence.
Its industrial scope extends well beyond the supply of prefabricated buildings. Rheinmetall describes the framework as covering manufacture, transport, construction, operation, and eventual dismantling, with standardised infrastructure available through a single contractor. The approach is designed to shorten mobilisation by avoiding a new commercial and technical structure every time accommodation is required.
That makes the Lithuania project both a manufacturing programme and a support-services contract. Modular accommodation still needs factory production to controlled specifications, transport planning, site preparation, utility connections, security systems, fire protection, heating and ventilation, communications, and commissioning before it can support a military population of this size.
Rheinmetall will act as main contractor, placing responsibility for the chain from planning and manufacturing through to multi-year operation within one organisation. The arrangement can reduce interface risk for the customer, but it also makes the contractor accountable for availability after construction rather than allowing responsibility to end at handover.
The order sits within Germany’s wider permanent military presence in Lithuania. The Bundeswehr is building 45 Armoured Brigade towards a planned strength of about 4,800 military personnel and 200 civilian personnel, with permanent locations in Rūdninkai and Rukla and additional support elements covering logistics, medical services, administration, communications, and military police.
A camp for 2,000 personnel therefore represents a substantial infrastructure requirement even though it does not accommodate the entire brigade. It has to function as part of a wider network of barracks, training areas, transport links, utilities, and support services being assembled around Germany’s long-term deployment in the country.
Modular construction can accelerate that process because a greater proportion of work can be completed under factory conditions while site preparation continues in parallel. Repeatable modules and interfaces also make it easier to scale accommodation in phases. The advantage depends on disciplined configuration control: changes to room layouts, utilities, structural requirements, or building services can erode the efficiencies that standardisation is meant to provide.
Lithuania’s climate and operating conditions add another engineering consideration. G-CAP II is designed for deployment across different climatic, geographic, and geological environments, so modules and associated services have to be adapted without turning every project into a bespoke design. Thermal performance, drainage, foundations, snow and wind loads, water systems, and maintainability remain local engineering issues even when the basic accommodation system is standardised.
The €40 million annual operating value gives the contract a significant through-life component. Facility management, catering, laundry, maintenance, and utilities are recurring requirements, and the economic balance of the programme will depend on how efficiently those services can be delivered over the camp’s operating life. Rheinmetall has not disclosed how long the operating phase is expected to continue.
The contract also broadens the industrial picture behind Europe’s defence expansion. Ammunition, air defence, vehicles, and missiles receive most of the attention, but larger standing forces also require accommodation, power, water, catering, maintenance, storage, and other support infrastructure. Those requirements create work for modular-building manufacturers, building-services suppliers, logistics providers, and local subcontractors alongside defence primes.
Rheinmetall has not published the precise site, subcontractor structure, construction milestones, or the split between factory manufacture and local work. Those details will determine how much of the €250 million construction value passes through Lithuanian, German, or other European suppliers and how quickly modules can be converted into an operational camp.
The schedule is already clear enough to provide a firm test. The camp is expected to be operational from mid-August 2027, leaving roughly a year for manufacturing, transport, construction, connection, and commissioning. Meeting that date will show whether the standardised G-CAP model can convert commercial industrial capacity into military infrastructure at the pace demanded by a permanent overseas deployment.
