Heaviside Industries has secured a $99 million US Army indefinite-delivery, indefinite-quantity contract covering procurement, fielding, upgrades, and sustainment of its MOTH electromagnetic spectrum-analysis system through August 2031.
The firm-fixed-price contract sets a ceiling rather than committing the entire value immediately. Work locations and funding will be established through individual orders, giving the Army a five-year route for acquiring and supporting the capability as requirements are defined.
Heaviside Industries describes MOTH as a land spectrum-awareness product for electromagnetic signal intelligence. Public technical specifications remain limited, with the company not disclosing frequency coverage, sensitivity, processing performance, antenna configuration, or the number of systems covered by the Army contract.
The contract is more explicit about the support model. Procurement sits alongside fielding, upgrades, and sustainment, indicating that the requirement extends beyond delivery of analyser hardware and includes the work needed to keep equipment operational and technically current after it reaches Army users.
Spectrum awareness supports forces operating among a growing number of radio-frequency emitters. Tactical radios, radars, datalinks, navigation equipment, drone control links, electronic countermeasures, and civilian communications can occupy overlapping parts of the electromagnetic environment, creating a need to detect and characterise activity before commanders or electronic-warfare teams can act on it.
The contract notice does not describe how MOTH performs those tasks, and capability should not be inferred from the $99 million ceiling. It does establish that the Army considers the system suitable for a multi-year acquisition vehicle rather than a one-off evaluation purchase.
Fielding introduces requirements that are easy to obscure behind the equipment value. Systems have to be delivered with approved software, documentation, operator training, support equipment, spares, and configuration records, while installations must account for how the equipment interfaces with the wider tactical network.
Electromagnetic sensing also places unusual demands on maintenance and calibration. Radio-frequency components, antennas, receivers, processing electronics, clocks, cables, connectors, and software can all influence measurement performance, so sustainment has to preserve the technical characteristics on which the collected information depends.
The upgrade element is equally important. The spectrum environment changes as new communications systems, radar modes, waveforms, drone links, and electronic countermeasures are fielded, leaving signal-intelligence equipment dependent on software and processing updates even when the underlying hardware remains serviceable.
An IDIQ structure gives the Army flexibility to place orders as quantities, locations, and upgrade needs become clearer. It also creates a configuration-management problem for the supplier because equipment delivered later in the contract may contain different software or hardware baselines from systems already operating in the field.
Those differences have to remain supportable. A technically improved later production batch offers limited value if maintainers cannot identify which parts, software releases, calibration procedures, or training material apply to earlier systems.
The Army received 99 bids through the solicitation, making the contract competitively sourced. Army Contracting Command at Aberdeen Proving Ground is the contracting activity, with the ordering period scheduled to end on 27 August 2031.
For Heaviside, the award represents a substantial step from product development into sustained military support. The company is relatively young, and a five-year Army contract requires capabilities extending beyond RF and software engineering into procurement, quality assurance, production planning, documentation, repair, inventory, field support, and controlled software release.
MOTH is one of several systems in Heaviside’s emerging portfolio, but it is currently the company’s publicly identified land spectrum-awareness product. That makes the contract an early test of whether the business can scale a specialist electromagnetic capability while keeping enough engineering capacity available for upgrades and customer support.
The commercial ceiling should not be mistaken for an immediate $99 million production run. Each task order will reveal another part of the actual programme, including equipment quantities, fielding activity, sustainment demand, and the pace at which the Army chooses to draw on the contract.
That incremental structure may suit a technology area where requirements can change faster than a conventional fixed production programme. It allows the customer to expand or update the fielded capability without defining every quantity and technical change at the opening of a five-year period.
The first orders will provide the clearest indication of scale. Until then, the contract establishes the industrial framework: Heaviside has a five-year, $99 million ceiling under which MOTH can move from a spectrum-awareness product into an Army-supported equipment fleet with an associated upgrade and sustainment chain.
