Tata and Javelin partners plan Indian missile production

Tata and Javelin partners will explore missile co-production in India. The proposed model would combine Indian final assembly and component work with established US subassembly and guidance-electronics production.

Tata Advanced Systems has been selected as the Javelin Joint Venture’s prime Indian partner for proposed in-country co-production of the Javelin All Up Round, giving Raytheon and Lockheed Martin a defined industrial partner as they examine final assembly, integration, and component manufacture in India.

The memorandum of understanding does not create an Indian production contract, and the companies have not disclosed a plant location, investment value, production rate, local workshare, or delivery schedule. It establishes the manufacturing structure they intend to explore, with Tata positioned to undertake final assembly and integration and to assess which components could be produced domestically.

Existing US production would remain part of that structure. Lockheed Martin would continue multiyear manufacture of subassembly kits at Troy, Alabama, while Raytheon would produce guidance electronics units at Tucson, Arizona. Those items would be shipped to India for final integration if the proposed arrangement progresses into contracted production.

A distributed production model

The structure is closer to a distributed manufacturing network than a transfer of the complete Javelin production line. Critical assemblies would continue to originate from qualified US facilities, while another integration point would be established in India. The eventual throughput would therefore depend on output across the entire supplier network rather than the capacity of an Indian final-assembly operation alone.

Javelin production is already expanding. Lockheed Martin has set out plans to increase annual missile capacity from 2,400 rounds to 3,960, supported by new tooling, test equipment, floor-space changes, and additional work across a supply base of nearly 100 part-level suppliers and about 25 major subcontractors.

Supplier preparation has taken time. Lockheed Martin has said some companies required eight to ten months to complete equipment, tooling, process, and engineering changes needed for the higher production rate. Final assembly is only one part of that equation: propulsion hardware, structures, electronics, guidance components, energetic materials, test equipment, and acceptance capacity have to increase in step.

The programme is also dealing with component obsolescence as output grows. A separate US Army effort disclosed in August is developing a replacement infrared seeker for Javelin, with production readiness part of the requirement. Raising missile output while redesigning an ageing subsystem adds another configuration and qualification task to a production system already being pushed towards a higher rate.

An Indian integration line would have to join that controlled production environment. Assembly procedures, tooling, inspection points, calibration equipment, traceability, acceptance tests, documentation, and configuration management would all have to meet programme requirements before locally assembled rounds could enter service. Component manufacture would add further qualification work for whichever parts are eventually allocated to Indian suppliers.

Localisation still has several gates to clear

Tata Advanced Systems brings an established aerospace and defence manufacturing base to the proposal, with activity spanning aerostructures, airborne systems, missiles, radars, unmanned systems, artillery, protected mobility, and command-and-control equipment. It also has longstanding industrial relationships with both Lockheed Martin and other international defence manufacturers.

That experience reduces the gap between signing an industrial memorandum and establishing a credible manufacturing operation, but it does not remove the programme controls required for guided weapons. Missile production depends on repeatable processes and documented conformity across every unit, particularly where components produced in one country are assembled and accepted in another.

Government approvals will also influence the eventual workshare. Export controls, technology-transfer permissions, procurement decisions, qualification evidence, and future Indian Ministry of Defence requirements will determine which parts can be produced locally and in what quantities. None of those details is fixed in the published agreement.

The Javelin Joint Venture has considered Indian manufacture before. In February 2025 it renewed an agreement with Bharat Dynamics Limited to assess potential manufacturing opportunities linked to future Indian requirements. Selecting Tata as prime partner for the latest co-production initiative narrows the proposed industrial structure but does not, on the information released so far, define the role of every prospective Indian supplier.

The attraction for the Javelin partners is additional industrial resilience at a time of elevated international demand. A second integration node could broaden final-assembly capacity and establish another pool of trained personnel, while continued manufacture of key US subassemblies preserves existing production centres and supplier relationships.

The same arrangement creates dependencies in both directions. An Indian facility would rely on timely arrival of US-built assemblies and guidance electronics, while higher overall output could place additional demand on those US plants. Local component manufacture could reduce some of that exposure if sufficiently complex parts are transferred, but the companies have not yet identified the components under consideration.

For India, the proposal fits a wider effort to shift defence procurement towards domestic manufacture, integration, and sustainment rather than relying solely on imported finished equipment. The industrial value will depend on how much qualified work actually reaches Indian facilities, rather than the existence of a final-assembly line by itself.

The programme has now identified its proposed lead Indian partner and a broad division of manufacturing responsibilities. The harder milestones remain ahead: a contracted requirement, approved technology transfer, qualified facilities and suppliers, defined production volumes, and repeatable acceptance of locally assembled missiles. Until those are in place, the agreement establishes an industrial route rather than a functioning second Javelin production line.
