Navantia UK is being pressed by the Ministry of Defence to examine whether delivery of the Royal Fleet Auxiliary’s three Fleet Solid Support ships can be accelerated, putting renewed scrutiny on a programme already moving through production at Appledore, Cádiz, and Belfast. No revised contractual delivery schedule has been announced, and the first ship, RFA Resurgent, remains officially expected in 2031.
The current pressure was reported on 31 August as ministers seek earlier delivery of the ships that will provide ammunition, stores, food, and other solid supplies to Royal Navy task groups. The request should not be confused with an agreed programme rebaseline: neither the MoD nor Navantia has announced new contractual dates.
The manufacture contract covers three vessels and has a recorded final value of £1.634 billion excluding VAT. The original procurement objective required all three ships to be delivered by 2032, while integration and installation of security-sensitive systems were to take place in the UK.
Production is already spread across three yards
Construction has now moved well beyond design activity. First steel for RFA Resurgent was cut at Navantia UK’s Appledore yard in December 2025, and blocks are being produced at Appledore and Navantia’s Cádiz facilities. Belfast is responsible for final assembly, systems integration, trials, and delivery.
That distributed production system creates both capacity and scheduling advantages. Work can progress simultaneously at several sites rather than waiting for one yard to fabricate every section, and Navantia can draw on its wider shipbuilding infrastructure while rebuilding capability in the UK.
It also creates dependencies. Large blocks have to be completed in the correct sequence, transported to Belfast, and joined to other structures whose own manufacturing schedules must align. A late block, unresolved design change, delayed system, unavailable transport movement, or constraint at the integration yard can affect work that is otherwise progressing normally elsewhere.
Navantia UK has been investing heavily in the supporting infrastructure. The company says more than £157 million is being invested across its UK facilities, including modernised fabrication capability and digitally enabled production. Belfast has received new panel-line and robotic cutting equipment as it prepares for the final integration workload.
The ships themselves are approximately 216 metres long and 39,000 tonnes, making them the largest vessels expected to serve with UK Defence after the Queen Elizabeth-class carriers. Their role is to keep carrier and wider naval task groups supplied at sea, replacing the solid-stores function currently associated with RFA Fort Victoria.
Acceleration has to survive first-of-class engineering
Bringing the first vessel forward is not simply a question of increasing fabrication hours. Warship programmes are governed by design maturity, supplier deliveries, skilled labour, block sequencing, outfitting, software and systems integration, harbour acceptance, sea trials, documentation, and certification.
RFA Resurgent carries the additional burden of being first in class. Problems found during its integration and trials have to be resolved before the vessel can enter service, and some of the resulting changes may have to be fed back into the second and third ships. Compressing the early build without allowing sufficient time for those engineering loops can simply transfer schedule pressure into testing and acceptance.
The MoD’s current published position expects Resurgent in 2031. That date was given when construction formally began at Appledore in December 2025, after the programme had already absorbed the disruption caused by the financial collapse of Harland & Wolff and the subsequent acquisition of its yards by Navantia.
The acquisition was necessary to stabilise the industrial structure. Navantia took control of the Belfast, Appledore, Methil, and Arnish facilities in January 2025, allowing the prime contractor to bring the principal UK build sites directly into its group. The government also amended the existing FSS contract to preserve programme delivery after the former owner’s difficulties.
That history makes the latest pressure on schedule more demanding. The programme is not accelerating from an undisturbed baseline; it is already recovering from a major corporate disruption while introducing new equipment, rebuilding facilities, recruiting apprentices and skilled workers, and moving into production.
Navantia nevertheless presented FSS as progressing on time and on budget during a Defence Committee visit to Belfast in June. That statement and the MoD’s subsequent desire for faster delivery can coexist: one describes performance against the current baseline, while the other asks whether the baseline itself can be improved.
The distinction matters in defence procurement, where political ambition can easily be mistaken for a revised engineering schedule. Until Navantia and the MoD agree and publish different dates, 2031 remains the formal expectation for the first ship.
Any credible acceleration plan would have to identify where time can actually be removed. Earlier equipment orders might reduce supplier risk; additional shifts or workforce could increase fabrication throughput; parallel commissioning may compress some activities; and mature design work might allow later blocks to move faster. Each measure also has cost, integration, quality, and workforce consequences.
The programme’s operational importance provides the incentive to examine those options. Fleet Solid Support vessels are essential to sustained carrier operations because combat ships cannot remain at sea indefinitely without ammunition and stores replenishment. Delayed support shipping can therefore constrain the useful availability of far more expensive frontline vessels.
FSS is also becoming a test of Navantia UK’s wider industrial proposition. The company is using the programme to modernise yards, rebuild skills, and establish a larger sovereign shipbuilding presence. Reliable delivery would strengthen that case as the UK considers future naval and autonomous-platform programmes.
The immediate development is narrower: the MoD wants to know whether three ships can arrive sooner. The programme already has steel being cut, blocks under construction, investment entering the yards, and a first-ship date of 2031. An acceleration becomes real only when those industrial activities can support a revised schedule without transferring unacceptable risk into integration and trials.
