Amentum JV joins Australian submarine yard programme

Amentum and Laing O’Rourke join Australia’s nuclear submarine yard programme. The long-term appointment covers programme management, construction integration, nuclear safety, commissioning, digital engineering, and supply-chain quality at Osborne.

Amentum and Laing O’Rourke have been selected as Capability Partner for Australia’s planned nuclear-powered submarine construction yard at Osborne, South Australia, placing the joint venture close to the centre of programme integration for the future SSN-AUKUS build facility.

Australian Naval Infrastructure selected the team under a long-term contract to support delivery of the yard, where Australia intends to build conventionally armed, nuclear-powered submarines under the AUKUS partnership with the United Kingdom and United States.

Amentum and Laing O’Rourke will work within ANI’s Integrated Delivery Office, providing nuclear-related programme management, construction management, and safety leadership. Their remit includes governance, assurance, logistics, commissioning, digital engineering, supply-chain quality, contractor coordination, and management of interfaces between nuclear and non-nuclear areas.

The breadth of the appointment reflects the complexity of the facility. A nuclear-submarine construction yard is not simply a collection of large industrial buildings: it must support controlled material flows, secure production, configuration management, high-integrity services, heavy lifting, testing, commissioning, and rigorous quality assurance throughout the build process.

The future Osborne yard is planned to contain facilities for assembly, outfitting, testing, and commissioning of SSN-AUKUS submarines. Each of those functions places different demands on civil structures, utilities, cranes, workshops, digital systems, security, logistics, and production equipment, all of which have to be integrated before submarine construction begins.

Interface management is consequently a substantial programme risk. Major yards combine work from civil contractors, equipment manufacturers, electrical and mechanical specialists, digital-system providers, nuclear authorities, shipbuilders, and government teams. A change to one package can affect several others, particularly where safety-classified systems or production sequences are involved.

Digital engineering is intended to reduce some of that risk by creating controlled configuration information across the facility. The yard will need accurate records linking building systems, plant, production equipment, maintenance information, safety documentation, and later modifications throughout an operating life measured in decades.

The Capability Partner will also have to help turn overseas nuclear experience into an Australian operating capability. Amentum brings experience in nuclear programmes and regulation, while Laing O’Rourke contributes major-project construction expertise. The useful measure will be how much of that knowledge becomes embedded in Australian personnel, procedures, suppliers, and technical authorities.

Skills are therefore as significant as physical infrastructure. The programme needs project controls specialists, engineers, nuclear safety professionals, commissioning personnel, quality teams, digital engineers, logistics planners, and supply-chain managers who can work within more demanding assurance requirements than conventional construction.

Amentum says it employs more than 1,000 people in Australia across engineering, programme management, national security, cyber, energy, and infrastructure. The company also expects its nuclear work to extend beyond construction into submarine support, decommissioning, waste management, and other through-life activities.

The supply-chain effect reaches beyond Osborne. Companies seeking work on the submarine enterprise will need controlled processes, traceable materials, calibrated equipment, secure information handling, documented quality systems, and a workforce capable of meeting nuclear and defence standards. Qualification may be expensive, but successful suppliers could gain access to work extending across construction and sustainment.

Schedule discipline remains difficult because the shipyard is one element in a much larger transition. Australia is preparing to operate US Virginia-class submarines before domestically built SSN-AUKUS boats enter service, while simultaneously expanding basing, maintenance, regulation, workforce, and industrial capacity.

Infrastructure decisions made now therefore have long consequences. A production building, lifting system, digital configuration, or logistics route designed around an immature assumption can create expensive rework once the submarine build process becomes more detailed. Nuclear programmes provide little tolerance for casual redesign late in delivery.

The Capability Partner appointment gives ANI a clearer structure for coordinating those risks across the programme rather than assigning them entirely to individual construction packages. Its success will depend less on the number of contracts managed than on whether the completed yard functions as one coherent production system when submarine assembly begins.
