BAE secures torpedo support bridge to WHITEHEAD2

BAE Systems has received a £135 million contract to maintain and repair the Royal Navy’s Spearfish and Sting Ray torpedoes from July 2026 to June 2029, sustaining 315 jobs across the company and its UK supply chain.

The three-year Torpedo Repair and Maintenance contract, known as TRAM, supports 150 engineering and technician roles within BAE Systems. Around 100 are based in Portsmouth, with another 50 distributed across Edinburgh, Chelmsford, and a location near Glasgow. A further 165 jobs are supported through suppliers.

The agreement covers two distinct weapon families. Spearfish is the Royal Navy’s heavyweight submarine-launched torpedo, while Sting Ray is a lightweight anti-submarine weapon used across maritime platforms.

TRAM maintains continuity before WHITEHEAD2

The contract runs until the planned introduction of WHITEHEAD2, which is intended to provide a modernised torpedo-support arrangement from 2029. TRAM is therefore a continuity measure designed to prevent a gap between the existing support structure and its replacement.

Torpedo availability depends on more than the number of weapons held in storage. Each system combines propulsion, guidance, sensing, software, power, explosive components, and safety-critical mechanical assemblies that must remain within approved configurations throughout service.

The support organisation must also manage the different requirements of heavyweight and lightweight weapons. Submarine-launched Spearfish torpedoes and Sting Ray systems used for anti-submarine warfare have separate handling, integration, testing, and deployment arrangements, even where parts of the industrial support base overlap.

BAE Systems has supported torpedo availability under the current arrangements since 2019. That period included the introduction of the upgraded Spearfish capability and continued support for Sting Ray, which is also being prepared for integration trials with the UK’s P-8A Poseidon maritime patrol aircraft.

The planned aviation integration increases the importance of configuration control across naval and aircraft support environments. Test equipment, software baselines, documentation, and weapon condition must remain aligned as the same weapon family is introduced to another delivery platform.

The Ministry of Defence has not published the number of weapons covered, planned repair volumes, or the division of the contract value between labour, components, facilities, and supplier activity. It has also not detailed how responsibilities will transfer into WHITEHEAD2 after June 2029.

That uncertainty makes the bridge period operationally significant. Support teams must continue meeting current availability requirements while preparing data, tooling, processes, and responsibilities for a successor arrangement that has not yet been described publicly. Any mismatch between the two programmes could create avoidable disruption even if both contracts are adequately funded.

Specialist knowledge underpins weapon availability

Torpedo sustainment relies on expertise that cannot be recreated quickly after a break in workload. Engineers and technicians must understand weapon condition, failure patterns, test procedures, safety requirements, and the cumulative effect of modifications introduced during service.

The three-year award protects that knowledge while the replacement programme is prepared. It also provides a defined workload for facilities and suppliers whose specialist capabilities may have few alternative commercial applications.

The distribution of jobs shows that the programme extends beyond a single naval location. Portsmouth provides the largest concentration, while work in Scotland and Essex connects the contract with a broader network of electronics, engineering, and maritime support capability.

Obsolescence management will remain a significant part of the workload. Electronic assemblies, test equipment, specialist materials, and software tools can become unavailable long before a weapon leaves service, forcing the support organisation to qualify alternatives without disturbing safety or performance.

Maintaining the engineering evidence behind those decisions is as important as completing the physical repair. A replacement component must be traced, tested, documented, and incorporated into the approved baseline before it can be used across the supported inventory.

The contract also gives suppliers greater visibility over demand through mid-2029. That matters where low-volume, safety-critical components require specialist materials, controlled manufacturing, or long lead times. A stable support horizon can help preserve capability that would otherwise be difficult and expensive to reconstitute at short notice.

The award sits within the government’s Defence Investment Plan, under which £298 billion is planned over four years. New equipment attracts most of the attention in such programmes, but operational readiness depends on funding reaching the workshops, test facilities, and technical teams responsible for keeping existing systems available.

WHITEHEAD2 is expected to modernise the support model, although the Ministry of Defence has not yet published details covering facilities, commercial arrangements, digital support tools, or engineering processes. Until that structure is ready, the immediate requirement remains unchanged: maintain the current weapons safely and reliably.

TRAM gives the Royal Navy continuity through a defined period of transition and gives BAE Systems a stable workload to mid-2029. Its success will be visible in weapon availability and a controlled transfer to WHITEHEAD2, rather than in the contract value alone.
