HII has received a $336.1 million US Navy contract action for advance procurement of long-lead materials supporting construction of the future USS William J. Clinton (CVN 82), placing another Gerald R. Ford-class aircraft carrier into the material-purchasing cycle at Newport News Shipbuilding.
The cost-only undefinitized contract action will be performed in Newport News, Virginia, and is scheduled to run until March 2039. The Navy is obligating the full $336.112 million from fiscal 2026 shipbuilding and conversion funding at award, rather than waiting for later construction activity before committing the money.
The contract does not identify the individual components being ordered, and the value should not be presented as a construction contract for the complete carrier. Its purpose is narrower: HII can begin procuring material whose manufacturing, qualification, or supplier lead time would otherwise risk becoming a constraint when CVN 82 reaches later production stages.
That type of purchasing is routine on complex naval programmes but especially important for nuclear-powered aircraft carriers. A carrier contains large quantities of specialised machinery, electrical equipment, structural material, valves, pumps, control equipment, and nuclear-qualified components sourced across a supply base that cannot always expand production at short notice.
Items with multi-year lead times have to enter that supply base long before shipbuilders physically need them. A delay in a comparatively modest component can interfere with installation sequences, compartment completion, testing, or later outfitting work, leaving an expensive construction programme waiting for hardware whose value is small relative to the ship around it.
CVN 82 will be the fifth Gerald R. Ford-class carrier. The Navy named the ship USS William J. Clinton in 2025, placing it after Gerald R. Ford (CVN 78), John F. Kennedy (CVN 79), Enterprise (CVN 80), and Doris Miller (CVN 81) in the class programme.
Newport News Shipbuilding is the sole US shipyard that designs and builds nuclear-powered aircraft carriers. HII is currently managing several generations of carrier work simultaneously, from completion and trials on John F. Kennedy through construction of Enterprise and Doris Miller and preparation for subsequent hulls.
That overlap gives the shipyard opportunities to preserve common production methods and keep suppliers working across successive ships, but it also concentrates demand on specialist parts of the naval industrial base. Suppliers serving nuclear shipbuilding often operate at volumes unlike ordinary commercial manufacturing, where production lines can be expanded comparatively quickly when demand rises.
Carrier construction places additional pressure on that network because the ships remain in production for years. Suppliers need confidence that qualified materials, tooling, documentation, specialist labour, and manufacturing capacity will still be available when follow-on requirements arrive, while Newport News has to coordinate orders against an installation schedule extending far beyond a normal industrial planning cycle.
The Ford class adds its own systems-integration demands. HII says the design incorporates electromagnetic aircraft-launch equipment, advanced weapons elevators, a redesigned flight deck and island, and more than twice the electrical capacity of the preceding carrier class. That electrical and mechanical complexity creates a large number of interfaces between ship structure and supplier-built equipment.
Advance procurement can reduce some schedule exposure by securing manufacturing slots and allowing suppliers to begin work before the wider ship reaches the relevant production stage. It can also reveal shortages, obsolete components, or qualification issues early enough for the programme to respond without forcing a late change to an installation sequence.
The use of an undefinitized contract action allows that work to start before every final contractual term has been settled. It does not remove the need for subsequent agreement on the full contractual basis, but it gives the Navy and HII a mechanism for placing time-sensitive material into the industrial pipeline while negotiations continue.
The March 2039 completion date illustrates the planning horizon involved. Material funded in 2026 will support a shipbuilding programme whose contracted activity under this action extends well into the following decade, while the carrier itself is intended to serve for decades after delivery.
For Newport News, the practical task is to keep the next carrier moving into the production system while three earlier Ford-class hulls remain at different stages of construction and completion. That requires factory space and shipyard labour, but also a supply chain capable of delivering qualified hardware in the correct sequence.
The $336.1 million action begins that process for CVN 82 without pretending the carrier is further advanced than it is. The next milestones will come through additional design, procurement, and construction awards as USS William J. Clinton moves from advance material purchasing towards physical ship construction.
