India leases two SeaGuardians for maritime surveillance

India has signed a 30-month lease for two SeaGuardian aircraft. The ₹1,943 crore agreement adds persistent maritime ISR capacity while India’s larger 31-aircraft MQ-9B procurement progresses.

India’s Ministry of Defence has signed a ₹1,943 crore contract with General Atomics Aeronautical Systems to lease two MQ-9B SeaGuardian high-altitude, long-endurance remotely piloted aircraft for the Indian Navy.

The agreement runs for 30 months and was signed in New Delhi on 17 August. The Ministry said the aircraft will strengthen maritime-domain awareness by providing persistent intelligence, surveillance, and reconnaissance coverage across large areas of the Indian Ocean Region.

SeaGuardian is the maritime configuration of General Atomics’ MQ-9B family and is designed for long-endurance operations beyond line of sight using satellite communications. Depending on configuration, the aircraft can remain airborne for more than 30 hours and integrate equipment including wide-area maritime radar, automatic identification system receivers, electronic-support measures, and an anti-submarine warfare mission kit.

The configuration gives the Indian Navy a persistent airborne sensor able to remain on station considerably longer than most crewed aircraft used for equivalent surveillance tasks. General Atomics lists mission roles including maritime ISR, search and rescue, anti-surface warfare, anti-submarine warfare, airborne mine countermeasures, long-range strategic ISR, and over-the-horizon targeting.

For wide-area surveillance, endurance is as important as transit speed. An aircraft that can remain over a patrol area for many hours can maintain a continuous sensor picture while reducing the frequency with which platforms have to leave station for crew or fuel reasons.

That is relevant to India because the maritime area under observation extends across large parts of the Indian Ocean, including major shipping routes and approaches to the subcontinent. Two additional remotely piloted aircraft cannot cover that geography alone, but they can add persistent capacity to a wider mix of naval aircraft, ships, satellites, and shore-based sensors.

The lease is separate from India’s larger acquisition of 31 MQ-9B aircraft for its three armed services. That programme covers SkyGuardian and SeaGuardian variants and is intended to establish a permanent tri-service capability rather than depend on leased aircraft as the long-term fleet.

A 30-month lease provides a comparatively rapid route to additional operational capacity while the larger acquisition moves through production, delivery, training, infrastructure, and service-entry work. Leasing does not remove the need for ground-control systems, operators, communications, maintenance, spares, or mission integration, but it can shorten the interval before aircraft become available for operational tasking.

The SeaGuardian architecture also reflects a wider shift in remotely piloted aviation towards systems designed for more routine operation alongside conventional aircraft. General Atomics developed MQ-9B around NATO STANAG 4671 requirements and a detect-and-avoid architecture intended to support integration into civil airspace.

That capability is relevant during peacetime surveillance because a maritime aircraft may need to transit controlled airspace before reaching its patrol area. Reducing the procedural separation between remotely piloted and crewed aircraft can make the system easier to use routinely from established bases rather than treating every sortie as a special airspace event.

SeaGuardian’s sensor architecture is similarly modular. General Atomics describes a centreline maritime radar, automatic identification system, electronic-support measures, and optional anti-submarine warfare equipment, allowing the aircraft to be configured around different surveillance requirements rather than operating with a single fixed mission fit.

The exact equipment carried by India’s leased aircraft has not been published in the contract announcement. The Ministry described them as being fitted with advanced systems, sensors, and payloads, but did not provide a detailed configuration, so the aircraft should not be assumed to carry every optional SeaGuardian mission kit available from the manufacturer.

The arrangement also expands an already substantial industrial relationship between India and General Atomics. A larger MQ-9B fleet creates requirements for ground infrastructure, mission systems, satellite communications, training, maintenance, software support, configuration control, and spares extending well beyond delivery of the air vehicles themselves.

Those support requirements will determine aircraft availability over the life of the programme. Long-endurance unmanned systems can produce large numbers of flight hours, but doing so consistently depends on maintainers, sensors, data links, trained operators, and a supply chain capable of supporting both airframes and mission equipment.

The two leased SeaGuardians therefore sit between immediate operating requirements and India’s longer procurement programme. The contract adds a defined 30-month increment of maritime ISR capacity while the permanent fleet develops in parallel, giving the Navy additional aircraft without waiting for all 31 purchased MQ-9Bs to move through production and service entry.
