General Dynamics NASSCO has received a $149.6 million US Navy contract for the fiscal 2026 depot modernisation of Arleigh Burke-class guided-missile destroyer USS Pinckney (DDG 91), with the availability scheduled to run at San Diego until September 2028.
The fixed-price incentive-fee contract covers maintenance, modernisation, and repair during the ship’s Chief of Naval Operations availability. Its published scope includes labour, supervision, equipment, production, testing, facilities, and quality assurance required to execute the depot period.
Options could lift the cumulative contract value slightly to $149.92 million. The Navy is committing approximately $135.8 million in other-procurement funding, $12.9 million in operations and maintenance money, and $905,164 in weapons-procurement funding at award.
The mixture of funding reflects the dual character of a major destroyer availability. Routine and corrective maintenance have to be performed alongside modernisation work that installs or prepares the ship for newer equipment, creating an industrial programme broader than either a repair contract or an upgrade package on its own.
The Navy has not identified every system that will be altered aboard Pinckney under the new award. Specific radar, combat-system, electronic-warfare, or weapon upgrades should therefore not be assigned to the programme without further documentation.
What is established is the scale of the shipyard work. Modernising a guided-missile destroyer can require equipment removal, structural access, new foundations, piping and cable alterations, electrical work, compartment restoration, software activity, and extensive testing, all while normal maintenance proceeds elsewhere on the ship.
Those jobs have to be sequenced tightly. Opening a compartment for one installation can interfere with maintenance on another system, while late equipment or an unexpected repair can disrupt teams scheduled to enter the same area later in the availability.
Testing is built into that production sequence rather than left until the ship is notionally complete. Individual systems and repairs have to pass inspection as work progresses, followed by broader testing to verify that modernisation and restoration work operate correctly together.
USS Pinckney returned to Naval Base San Diego on 9 August after nine months of operations in the Indo-Pacific and Middle East. The transition from deployment into depot work is characteristic of a surface fleet in which heavily used ships rotate through increasingly substantial maintenance and modernisation periods to sustain availability.
NASSCO is already familiar with both the class and the ship. The company has led maintenance and modernisation work on several Arleigh Burke-class destroyers, and its own records include previous repair activity on Pinckney. The San Diego yard is also a principal repair facility for Pacific Fleet ships.
The shipyard says its repair organisation can undertake structural and piping modifications, machinery work, combat-system and electronics upgrades, conversions, emergency repairs, and preservation. Its San Diego site combines that repair capability with new-ship construction infrastructure, allowing large naval availabilities to use facilities and production resources established for full shipbuilding work.
That capacity is increasingly important because maintenance schedules compete for the same skilled trades and specialist suppliers that support new naval construction. Welders, electricians, pipefitters, electronics technicians, non-destructive-testing personnel, engineering teams, and equipment vendors have to be available when the ship enters the yard rather than after a delay has already affected the return-to-fleet date.
Depot modernisation also brings substantial configuration-control requirements. An Arleigh Burke destroyer can receive multiple changes during its service life, so drawings, software baselines, cable routes, equipment interfaces, and maintenance documentation need to reflect the ship as it leaves the availability rather than the configuration in which it originally entered service.
NASSCO’s contract runs for approximately two years, giving the yard responsibility for turning a recently deployed destroyer into a controlled production and testing programme before returning it to the fleet. The value is less in a single headline upgrade than in coordinating hundreds of individual jobs without allowing them to pull the schedule in different directions.
By September 2028, the Navy’s measure will be straightforward: Pinckney must emerge from San Diego with its planned maintenance completed, its approved modernisation integrated, and its systems tested to the required configuration. For an established destroyer fleet, controlling that industrial cycle is one of the main ways operational capacity is preserved between new-ship deliveries.
