DICON-D7G is advancing plans to establish Nigerian production lines for armoured vehicles, counter-drone platforms, and other specialised military equipment through a partnership with Eagles International for Defence Systems.
The proposal was detailed by DICON-D7G chief executive Osman Chennar following a two-day inspection of factories and military production facilities in Cairo by Nigeria’s Minister of State for Defence, Bello Mohammed Matawalle, and his delegation. The visit assessed equipment and manufacturing systems intended to support local production and technology transfer.
The prospective portfolio covers several vehicle classes and mission types. Systems identified by DICON-D7G include the BR6 armoured multi-purpose vehicle, armoured personnel-carrier cabins, cabins for 120mm manual mortar launchers, medical evacuation and ambulance variants, several Buffalo mine-resistant configurations, the Rhino Guard GXR counter-drone and RPG-protected vehicle, the APC Moon PT6, the GXR Phantom light vehicle, and the BMP-2 infantry fighting vehicle.
No production quantities, factory commissioning dates, or programme values were disclosed. The development is therefore an industrial plan rather than evidence that the listed systems are already being manufactured in Nigeria. DICON-D7G says the intended model is to establish local production lines and transfer technologies needed to manufacture a wider range of military equipment domestically.
That model differs materially from importing completed vehicles. Final assembly can still create useful jobs and maintenance knowledge, but deeper localisation depends on which manufacturing processes, components, engineering data, and test responsibilities move into the Nigerian industrial base.
Armoured vehicles provide a demanding test of that depth because their supply chain extends well beyond welded hulls. Ballistic steel, armour packages, powertrains, axles, suspension, tyres, wiring, communications, weapon mounts, sensors, seating, and blast-protection systems each bring different manufacturing and qualification requirements.
A production line can begin with imported kits while local engineers build experience in integration and acceptance testing. The sovereign value increases only as domestic suppliers take responsibility for more of those components and as local organisations gain enough design authority to diagnose faults, introduce approved changes, and support the vehicles over time.
Counter-drone equipment introduces a different set of dependencies. Systems intended to detect and defeat unmanned aircraft can combine radar, radio-frequency sensing, electro-optical equipment, communications, electronic attack, software, and sometimes kinetic effectors. Those technologies change quickly as commercial drones, frequencies, control methods, and navigation techniques evolve.
Local production therefore needs an update and test capability rather than a fixed bill of materials. A counter-drone system that cannot be modified as threats change will lose value more quickly than a conventional vehicle, making software access, engineering data, and local technical competence central to the technology-transfer claim.
DICON-D7G says the collaboration is expected to create more than 200 jobs in its initial phase and opportunities for around 100 retired military personnel. Those numbers are limited beside Nigeria’s wider labour market, but they are more significant inside a specialist defence workforce where experienced operators can contribute to acceptance testing, maintenance requirements, and the conversion of operational feedback into engineering changes.
The partnership sits inside a wider Nigerian effort to strengthen domestic defence production. Local manufacturers have already supplied armoured vehicles to the Nigerian Army, giving the country an existing base in fabrication, vehicle integration, and military maintenance. The next challenge is to expand that base without creating a collection of disconnected assembly projects dependent on incompatible foreign supply chains.
Commonality will matter if several vehicle families are produced. Different engines, transmissions, electronics, tyres, weapons, and diagnostic systems can multiply the number of spares and training courses required across the fleet. Local production is easier to sustain when engineering choices reduce unnecessary variation and when suppliers can support several platforms from the same industrial infrastructure.
DICON-D7G is also planning a dedicated military jetty in Lagos to support movement of raw materials, components, and finished equipment. The logistics project is separate from the Cairo-linked production proposal, but it indicates the wider infrastructure required if domestic defence manufacturing expands beyond small assembly batches.
Economics will be another constraint. Vehicle production needs tooling, quality systems, skilled labour, inventory, and test facilities that are expensive to maintain when orders arrive irregularly. Export sales to other African customers could improve utilisation, but that depends on product performance, pricing, intellectual-property arrangements, and whether technology partners permit third-country sales.
Quality assurance will ultimately determine whether localisation produces usable capability. Ballistic protection, blast resistance, electronic performance, and software behaviour require repeatable testing and controlled manufacturing processes. Vehicles built several years apart must either meet the same approved standard or carry documented configuration changes that users and maintainers can trace.
The Cairo inspection and proposed Eagles partnership therefore mark a credible industrial-development step, but the evidence still stops short of active Nigerian production. The next useful milestones will be named facilities, installed equipment, confirmed workshare, qualification activity, and firm orders showing how much of the programme has moved from technology-transfer intent into repeatable domestic manufacture.
