HMNB Devonport is set to receive £7.1 billion of major upgrades and new infrastructure under Royal Oak, the UK Government’s ten-year naval estate programme, as the base prepares for future Type 26 frigates while retaining its central role in nuclear-submarine maintenance. The Ministry of Defence confirmed the Devonport allocation during a 24 August visit by Defence Secretary Wes Streeting.
Royal Oak provides £26 billion across UK naval infrastructure and was confirmed through the Defence Investment Plan. Devonport is one of the Royal Navy’s three principal bases and the largest naval base in Western Europe, with its dockyard carrying out engineering work that is difficult to move elsewhere in the defence estate.
The site is the UK’s only facility responsible for deep maintenance and defuelling of the Royal Navy’s nuclear submarine fleet. That work supports submarines remaining in service and the eventual defuelling and decommissioning of older boats, tying dock infrastructure directly to both current fleet availability and a long-duration nuclear disposal programme.
Devonport will also become home to the Royal Navy’s Type 26 frigates. Accommodating the new anti-submarine warfare ships requires more than berth space: electrical supplies, data connections, workshops, cranes, stores, weapons handling, maintenance facilities, security systems, and specialist engineering support all have to be available when the ships begin operating from Plymouth.
The £7.1 billion allocation covers a programme rather than one construction contract. Individual docks, buildings, utilities, waterfront structures, and technical facilities will move through design and delivery at different times during the decade, while an active naval base continues operating around them.
Sequencing will be one of the difficult parts. Submarine maintenance, ship movements, nuclear safety controls, dockyard access, and security restrictions cannot simply be suspended to give contractors an empty construction site. Temporary arrangements and phased commissioning will therefore influence how quickly completed infrastructure translates into additional usable capacity.
The workload also carries a substantial labour requirement. Nuclear engineers, naval architects, project managers, construction specialists, welders, electricians, systems engineers, and other skilled trades will be needed across a programme stretching through several years. The Ministry of Defence says Royal Oak investment at Devonport will support thousands of skilled jobs across the South West.
Competition for those skills extends beyond the naval base. Civil nuclear, energy, infrastructure, aerospace, and other defence programmes are recruiting from overlapping technical labour markets, which means capital investment can outrun delivery capacity if workforce growth fails to keep pace. Training provision and the ability to retain experienced personnel will sit alongside construction progress as programme constraints.
The physical investment is accompanied by modernisation elsewhere in Plymouth’s defence base. Around £500 million has been committed through the Defence Investment Plan to continue transforming UK Commando Forces, including new high-speed boats, drones, and autonomous technology. Plymouth has also been designated the UK’s National Centre for Marine Autonomy, linking established naval engineering with a growing uncrewed-systems sector.
A separate £50 million Plymouth Defence Growth Deal supports that autonomy and skills agenda. The funding was announced in April, rather than during the August Devonport visit, and is intended to expand access to waterfront innovation laboratories and testing facilities, establish a Marine Autonomy Trials Authority, and support new defence-related technical training.
Keeping the two funding streams separate gives a clearer picture of the industrial programme. Royal Oak supplies the heavy naval infrastructure needed for fleet maintenance and future basing, while the Growth Deal supports technology development, testing, business growth, and workforce capacity around the wider Plymouth defence cluster. They are related investments, but they solve different constraints.
The autonomy element is particularly relevant to future naval operations. Uncrewed surface and subsurface systems need test areas, command and control infrastructure, communications equipment, support vessels, maintenance capability, and routes into operational trials. A regional ecosystem can accelerate some of that work, although prototype activity still has to pass through assurance, integration, and procurement before equipment becomes routine fleet capability.
Devonport therefore faces two modernisation programmes at once. One is measured in docks, utilities, buildings, and submarine engineering capacity; the other involves digital systems, autonomous platforms, and new operating concepts. Both ultimately depend on skilled people, functioning supply chains, secure facilities, and the ability to introduce new equipment without disrupting work already under way.
The £7.1 billion figure establishes the scale of government commitment, but programme performance will be visible in less dramatic measures: dock availability, construction milestones, submarine maintenance throughput, Type 26 readiness, workforce numbers, and whether new facilities enter service when operational schedules require them.
Naval infrastructure tends to attract attention when a budget is announced and again when something runs late. Royal Oak now has a decade in between to demonstrate that Devonport can absorb billions of pounds of construction while continuing to maintain the fleet it is being rebuilt to support.
