Avon Technologies has secured a further $20.3 million US Defense Logistics Agency delivery order for Advanced Combat Helmet Generation II systems, taking the current option year of its framework contract to the maximum authorised ordering volume.
The order has been placed with Team Wendy Ceradyne under the ACH Gen II contract originally announced in February 2022. Avon has not disclosed the number of helmets covered by the latest release, but confirmed that the order uses the remaining authorised volume available during the current option year.
The award follows another $20.1 million ACH Gen II delivery order announced in July, extending a programme that has become an increasingly important production line within Avon’s head-protection business. Orders are released against the wider framework as US defence requirements and funding become available rather than committing its entire potential value at the outset.
ACH Gen II is a general-purpose ballistic helmet intended to reduce carried weight while retaining the protection required for military use. US Defense Logistics Agency material associated with the programme has previously described the design as approximately 22% lighter than the earlier Advanced Combat Helmet while retaining protection against fragmentation and handgun threats up to 9mm.
Helmet weight has become harder to treat as an isolated specification as the amount of equipment carried on the head has increased. Night-vision devices, communications equipment, hearing protection, identification systems, and other accessories all add mass and alter the load placed on the wearer, giving comparatively small reductions in the helmet shell and suspension system a cumulative effect.
Avon assembled its current helmet portfolio through the acquisitions of Team Wendy and 3M’s ballistic-protection business. ACH Gen II combines Ceradyne ballistic-shell technology with Team Wendy liner and retention expertise, giving the group control over several of the components that determine ballistic, impact, comfort, and stability performance.
Serial production adds a different set of requirements from the development of the helmet itself. Ballistic shell materials have to be processed repeatedly within controlled limits, while forming, trimming, drilling or boltless attachment features, liner integration, dimensional inspection, and final acceptance all have to remain consistent across large production batches.
Protective equipment leaves little room for production drift. A component that appears minor in a conventional moulded product can affect fit, retention, impact performance, or ballistic behaviour when it forms part of a certified helmet system. Traceability and process control therefore sit alongside output rate as the manufacturing workload increases.
Avon has spent several reporting periods raising Team Wendy’s production capacity. Its 2024 results recorded multiple ACH Gen II delivery lots and said customer demand for 2025 was expected to exceed 50,000 helmets. The company has since continued to describe helmet output and manufacturing optimisation as important contributors to growth.
The framework structure gives Avon potential demand, but booked revenue still depends on individual delivery orders and the factory’s ability to convert them into accepted products. The July and September awards therefore provide a more useful indication of near-term workload than the theoretical ceiling of the overall contract.
The latest $20.3 million order also gives the business firmer production visibility because the option year is now fully allocated. Planning raw materials, tooling, operators, inspection capacity, and supplier demand is easier when the available customer volume has been converted into actual delivery releases.
Increasing helmet output is not simply a matter of adding labour. Forming equipment, ballistic materials, liners, retention hardware, inspection processes, and trained operators have to scale together. A constraint in any one stage can leave completed work waiting upstream or force the manufacturer to carry more work-in-progress inventory.
Team Wendy is simultaneously involved in other US head-protection programmes, including the Next Generation Integrated Head Protection System. Although those products have different requirements, the programmes draw on overlapping expertise in ballistic materials, impact management, retention systems, manufacturing, and testing.
That gives Avon an incentive to invest in common industrial capability while maintaining configuration control between separate military products. Manufacturing equipment or inspection methods may be shared, but parts and processes still have to remain tied to the correct programme baseline and customer acceptance criteria.
The September announcement introduces no new ACH Gen II specification and does not change the underlying framework. The development milestone is already behind the programme; the current requirement is repeatable manufacture at the volumes being released by DLA.
With the present option year now at its authorised ceiling, near-term execution depends on converting the two recent orders into scheduled output without losing the quality and delivery performance required by the framework. The next commercial step will be determined by subsequent option periods and further US demand rather than by another change to the helmet design.
