Navy places 0m Blackbeard production order

Castelion has secured a new Navy Blackbeard production delivery order. The award moves the hypersonic programme beyond earlier prototype and transition work.

The US Navy has placed a production delivery order worth up to $200 million for an initial lot of Blackbeard hypersonic weapons, moving the programme beyond its earlier pre-production and Early Operational Capability work.

Castelion will manufacture, assemble, test, and deliver the weapons under a Small Business Innovation Research Phase III award placed through Portfolio Acquisition Executive Aviation and its Future Capability Development and Integration Aviation Rapid Capabilities Cell. The company has not disclosed the number of production rounds covered by the new order or their delivery schedule.

The new award follows two distinct programme steps earlier this year. In June, the Navy placed a $23.4 million firm-fixed-price order for 50 Blackbeard Early Operational Capability pre-production prototypes and 50 associated storage and shipping containers. That work was intended to exercise manufacturing capacity while the weapon continued towards an operationally relevant configuration.

A further $89.997 million order followed in August, covering engineering, technical, logistics, manufacturing, exportability, and programme-transition activity associated with Early Operational Capability. IN Defence covered that separate award in August. September’s delivery order is the next programme step and is explicitly described by Castelion as covering an initial lot of production rounds.

Blackbeard is an air-launched long-range hypersonic strike weapon being developed with US Navy, Army, and Air Force involvement. Castelion describes the system as intended for attacks against maritime and land targets, while the Navy effort has focused on producing a weapon that can be manufactured at greater scale than previous US hypersonic systems.

The manufacturing model is central to the programme. Castelion says it has invested hundreds of millions of dollars privately and designed Blackbeard around vertical integration and commercial production methods. More of the manufacturing chain is intended to remain under direct company control, reducing the number of external hand-offs that can introduce cost, schedule, or capacity constraints.

Production hardware will test that approach more severely than development rounds. Hypersonic weapons combine propulsion, thermal protection, guidance, flight controls, structures, electronics, energetic materials, and demanding final-assembly tolerances. Increasing output requires those processes to remain controlled across multiple weapons while suppliers, inspection systems, acceptance testing, and configuration records scale with the production line.

Work on the new order will be divided between Castelion’s Project Ranger manufacturing campus in Rio Rancho, New Mexico, and its Torrance, California, facility. Project Ranger covers around 1,000 acres and is being developed as the centre of the company’s effort to move from development-scale output towards higher-rate weapons manufacturing.

The sequence of Navy awards provides a clearer picture of programme maturity than any one contract in isolation. June bought 50 pre-production EOC weapons. August funded wider engineering, manufacturing, logistics, and transition activity. September adds a production delivery order worth up to $200 million. Together, those steps increase the amount of real manufacturing evidence behind Blackbeard without yet establishing sustained full-rate production.

The Navy has not published a unit cost for the latest weapons, and the ceiling value cannot be converted into a meaningful per-round figure without an order quantity. The announcement also does not identify a final integration platform, deployment date, or production-rate schedule. Those omissions keep the latest milestone firmly in the manufacturing domain rather than establishing an operational fielding date.

Delivery performance will now become one of the programme’s most important measures. A weapon designed around lower-cost production has to demonstrate repeatability across complete rounds, maintain test throughput, manage non-conformances without stopping output, and preserve configuration control while development continues. Flight-test iteration can accelerate technical progress, but it also places pressure on a production system if hardware or software changes continue while quantities increase.

Magazine depth is another part of the industrial calculation. Long-range weapons only provide sustained military value if they can be procured, stored, transported, integrated, maintained, and replenished in sufficient numbers. Manufacturing economics and supply-chain resilience therefore become operational factors alongside range, speed, and accuracy.

Castelion’s model is attempting to compress the traditional separation between weapons development and manufacturing scale-up. The company has pushed facility investment and production engineering forward before a mature, long-duration procurement profile has been disclosed publicly. That can shorten expansion time if demand materialises, but it also means the production system must absorb programme changes without losing control of cost or quality.

The next evidence will come from delivery of the new production lot, disclosure of production quantities, and proof that Project Ranger can sustain output while qualification and platform-integration activity continue. Blackbeard has now progressed through prototype orders, EOC transition work, and a production-round award; the remaining question is whether those steps translate into repeatable volume.
