India has widened the route for private companies to work with state-developed defence technology, introducing new support for smaller suppliers alongside a controlled framework for sharing Defence Research and Development Organisation software source code with licensed industry.
The measures were announced at VIMARSH 2026 in New Delhi, where the Defence Research and Development Organisation (DRDO) brought together government, armed forces, manufacturers, start-ups, and small and medium-sized enterprises. The package combines direct funding, incubation support, and dedicated access to DRDO test facilities with changes intended to reduce technical and financial barriers to industrial participation.
A separate standardised framework will allow selected DRDO-developed software source code to be shared securely with licensee companies. Approved industrial partners will gain greater scope to support software-defined systems, maintain code through technology changes, and manage obsolescence without treating software as a sealed element of the equipment they manufacture or sustain.
The source-code measure sits alongside a broader technology-transfer programme. Nine Licensing Agreements for Transfer of Technology were handed to 13 manufacturing partners during the event, giving those companies routes into commercial production of DRDO-developed systems. DRDO also exchanged memoranda of understanding with the Society of Indian Defence Manufacturers and Laghu Udyog Bharati, while a contract with the Quality Council of India covers the next version of the System for Advance Manufacturing Assessment and Rating, known as SAMAR 2.0.
The latest package follows India’s decision in August to make technologies from DRDO-developed conventional missile systems available to qualified domestic manufacturers. That earlier move broadened the policy basis for transferring missile technology into industry, subject to programme-specific qualification, certification, and regulatory controls. The VIMARSH measures add practical mechanisms around that policy through access to facilities, software, funding, and manufacturing assessment.
More than 2,300 technology transfers have now been completed with over 1,100 industrial organisations, while technologies associated with about 50 missile systems have been made available for industry participation. Moving from a licence or transfer agreement to repeatable production still requires manufacturing data, controlled processes, test evidence, configuration management, qualified suppliers, and a defined process for handling design changes.
Software adds another layer to that production structure because updates can affect interfaces, safety cases, cybersecurity controls, and system behaviour long after hardware enters service. Controlled access to source code can shorten support and upgrade cycles, but it increases the importance of access control, version management, secure development practices, and certification discipline.
Test infrastructure is another practical constraint for smaller companies. Defence products often require environmental, electromagnetic, structural, propulsion, or weapons-related testing that is expensive to reproduce privately and may only exist at a limited number of government or prime-contractor facilities. Dedicated access to DRDO sites removes one of the obstacles between a prototype and a system carrying sufficient evidence to enter qualification or procurement.
The manufacturing-assessment element provides a further mechanism for determining whether suppliers can move beyond prototype work. Defence production depends on repeatability and traceability, particularly where products involve energetic materials, flight-critical hardware, secure electronics, or complex software baselines. Demonstrable process maturity gives a supplier a stronger route into licensed production without transferring unnecessary quality and schedule risk back to the design authority.
India has spent several years expanding the role of private companies and start-ups in defence development. Initiatives including iDEX, the Technology Development Fund, positive indigenisation lists, and production-partner models have created several entry points into state-backed programmes. The latest measures connect more of those activities with test infrastructure, licensing, software access, manufacturing assessment, and production readiness.
Technical sessions at VIMARSH covered roadmaps in aeronautical systems, missiles, armaments, microelectronics, and naval systems, while DRDO outlined efforts to simplify procedural compliance, speed access to facilities, and reduce licensing timelines. The event drew more than 250 industry leaders, officials, armed-forces representatives, and DRDO scientists.
Administrative changes of this kind ultimately depend on what reaches production. Named manufacturing awards, certification milestones, repeat orders, and evidence that smaller suppliers can sustain controlled output will indicate whether wider technology access is creating dependable industrial capacity rather than simply increasing the number of agreements signed.
