Rolls-Royce and Reliance Industries intend to combine propulsion engineering and Indian industrial capacity around a prospective indigenous engine for the Advanced Medium Combat Aircraft programme.
The companies have announced a strategic intent to offer capabilities covering the design, development, manufacture, and delivery of a sovereign combat engine for AMCA. They will also explore a dedicated Aerospace Gas Turbine Complex in India, bringing engine development, testing, production, and through-life support into the proposed industrial structure.
No AMCA propulsion contract has been awarded to the partnership. The announcement instead establishes how Rolls-Royce and Reliance intend to compete for a programme in which India is seeking substantially greater control over combat-air engineering, manufacturing, and future support than would be available through a conventional imported-engine purchase.
India approved the AMCA Programme Execution Model in 2025, opening prototype development to competitive participation from Indian public and private-sector companies working independently, through joint ventures, or through consortia. The Aeronautical Development Agency is responsible for programme execution through industry partnerships, with five prototypes planned before series production.
Propulsion will carry a particularly large share of the programme’s industrial risk. A modern fighter engine combines high-temperature materials, compressor and turbine aerodynamics, cooling technology, combustion systems, digital controls, precision manufacturing, repair processes, and extensive ground and flight testing. Building a credible domestic capability therefore requires far more than assembling imported modules under licence.
The proposed gas-turbine complex is intended to cover that wider engineering chain. Rolls-Royce and Reliance say the facility would provide end-to-end Indian capability across design, development, manufacturing, testing, production, and through-life support, with the partnership also examining possible collaboration in civil aerospace and other power and propulsion systems.
Rolls-Royce already has a long-standing Indian defence presence, with engines supporting several military aircraft types. Its prospective AMCA role would place the company deeper inside India’s future combat-air industrial base, where access to design authority, intellectual property, test infrastructure, and upgrade capability will be central to how New Delhi assesses the value of any international partnership.
Reliance contributes manufacturing scale and domestic programme execution rather than an established fighter-engine product. Combining those capabilities would give the partnership an Indian industrial vehicle capable of taking on production and supplier development while Rolls-Royce contributes propulsion technology and engineering experience. The eventual division of design authority and manufacturing responsibility has not been disclosed.
Those details will determine how much sovereign capability the partnership actually creates. Combat engines require a specialised supplier base capable of producing high-integrity castings, forgings, coatings, rotating parts, control hardware, and other components repeatedly at aerospace quality. Test facilities must also reproduce severe thermal, mechanical, and aerodynamic conditions while generating enough data to certify hardware changes throughout the engine’s life.
The through-life element is equally important. Fighter aircraft accumulate new sensors, weapons, computing hardware, cooling loads, and electrical demands over decades of service, all of which can alter the propulsion system’s operating requirements. An operator with access to engineering data, repair capability, software, and test infrastructure has greater freedom to modify the aircraft without waiting for a foreign supplier to approve every change.
AMCA’s competitive execution model creates room for private Indian industrial groups to take on parts of that responsibility alongside established state organisations. A dedicated propulsion complex would fit that approach if it can create enduring engineering and manufacturing capability rather than functioning primarily as a final assembly facility for imported technology.
The proposal also enters a programme whose engine decision will have to align with aircraft development and prototype schedules. Propulsion maturity can constrain flight testing if performance, reliability, or production readiness develops more slowly than the airframe, while a late engine change can affect inlets, structures, cooling, controls, and internal systems.
Rolls-Royce and Reliance have therefore set out the industrial shape of their AMCA offer before any formal propulsion selection. The decisive issues will be the eventual workshare, ownership of engineering data, depth of Indian component manufacture, and authority to support and modify the engine once AMCA moves from prototypes into an operational fleet.
