US Navy accelerates Tomahawk warhead production

The US Navy is accelerating Tomahawk warhead housing production now. General Dynamics is expected to deliver an undisclosed quantity within nine months, supporting both newly manufactured and recertified missiles.

The US Navy is moving to accelerate production of Tactical Tomahawk warhead housings through an existing contract with General Dynamics Ordnance and Tactical Systems, using an established manufacturing route to bring additional missile components into the supply chain without waiting for a new source to be qualified.

A contract notice issued on 2 September calls for an undisclosed quantity of warhead housings to be manufactured and delivered within nine months. The components are intended for U/RGM-109E Tactical Tomahawk missile warhead sections, with the Navy citing an immediate need for increased missile production.

The modification is being added to a 2019 contract associated with SLAM-ER production. General Dynamics already manufactures warhead casings for both SLAM-ER and Tactical Tomahawk, allowing the Navy to draw on existing manufacturing knowledge, processes, and tooling rather than establishing a completely new contractual and qualification route.

First-article inspections are expected to begin no later than the first quarter of 2027. That requirement illustrates the balance between accelerating output and maintaining the inspection and acceptance processes associated with a critical missile component. A compressed schedule does not remove the need to control materials, dimensions, interfaces, traceability, and manufacturing consistency.

The housings will support both newly manufactured missiles and Tomahawks undergoing recertification. That gives the component demand a broader scope than a simple increase in new-build output because the supply chain is supporting production and the extension of existing weapons at the same time.

The action follows a substantially larger Tomahawk production agreement awarded in August, under which Raytheon is expected to raise annual missile output dramatically over a multi-year period. Accelerating the prime contractor’s line, however, only works if lower-tier suppliers can increase production of the specialised structures, electronics, propulsion components, and energetic systems feeding final assembly.

Warhead housings are a useful illustration of that problem precisely because they attract much less attention than the complete missile. A shortage of a comparatively modest structural component can hold up a weapon assembled from thousands of parts if the item is produced by a limited number of qualified suppliers.

The Navy’s decision to use the existing General Dynamics contract indicates that schedule is the immediate priority. Establishing an alternative source could involve new tooling, engineering work, supplier qualification, first-article testing, contracting, and production validation before useful quantities begin to arrive.

Using an incumbent supplier can shorten that path considerably, but it does not automatically solve the longer-term question of resilience. Dependence on an established source may be the fastest response to an urgent shortage while leaving the underlying concentration of production unchanged.

That trade-off is increasingly visible across missile manufacturing. Governments and prime contractors can announce ambitious production targets, but output is constrained by the slowest elements in the industrial chain. Rocket motors, seekers, energetic materials, electronics, precision structures, and test infrastructure all have their own production rates and lead times.

Expansion also has to take place while existing contracts continue to be delivered. Suppliers are not increasing production from an idle baseline; many are already supporting several weapons and refurbishment programmes that compete for machinery, specialist materials, engineers, and qualified production staff.

Tomahawk presents an additional complexity because the weapon has remained in service through successive blocks and modernisation programmes. Current production and recertification activity therefore has to support different configurations while maintaining compatibility with surface and submarine launch platforms.

The Navy has not disclosed the quantity of warhead housings contained in the proposed modification, preventing a direct comparison with planned annual missile-production rates. The nine-month schedule is more revealing than the absent volume because it shows how quickly the Navy wants the subcomponent bottleneck addressed.

The decision also demonstrates why missile manufacturing cannot be assessed solely by looking at the prime contractor. Final assembly capacity may be expanded through additional shifts, equipment, or floor space, but those investments deliver little if suppliers cannot provide the qualified components needed to keep the line moving.

The same industrial logic applies to recertification. Extending an existing missile’s service life still consumes components, labour, test capacity, and engineering effort, and those requirements can overlap directly with demand from new production. Increasing output therefore means coordinating several manufacturing streams rather than simply building more complete missiles.

General Dynamics’ accelerated warhead-housing task is small beside the value of the wider Tomahawk programme, but it exposes where production pressure eventually lands. The Navy wants more missiles available, and that requirement has now reached far enough down the supply chain to justify modifying an older contract rather than waiting for a new procurement route to catch up.
