Telesat has received an initial Canadian contract worth approximately C$2.3 billion to deliver military Ka-band satellite communications for Arctic and high-latitude operations, expanding its Lightspeed low-Earth-orbit constellation as part of the Enhanced Satellite Communications Project – Polar.
The Defence Investment Agency award includes two option periods valued at approximately C$214 million and C$218 million. It follows the strategic partnership established in December 2025 between the Canadian government, Telesat, and MDA Space after an initial C$2.92 million engineering and options-analysis phase.
The agreement allows Telesat to add 69 satellites to Lightspeed, increasing the planned constellation from 156 spacecraft already in production to 225. MDA Space will manufacture the additional satellites at its high-volume facility in Montréal, linking the communications requirement directly to Canadian industrial capacity.
Polar communications enter the delivery phase
Military operations at high latitudes present coverage and resilience problems that are not addressed consistently by every satellite architecture. The new phase is intended to provide secure and dependable connectivity for Canadian Armed Forces activity in the Arctic, while supporting continental defence, allied operations, situational awareness, and search and rescue.
Low-Earth-orbit satellites can provide lower-latency links and a distributed network, but spacecraft numbers alone do not create an operational service. Ground infrastructure, user terminals, network management, encryption, capacity allocation, and connections into military command systems must be delivered and assured as a complete architecture.
The government describes the award as the first phase of next-generation military satellite communications under ESCP-P. Telesat will provide the military Ka-band element through Lightspeed, while the wider project is also intended to include secure Ultra-High Frequency and X-band services using a medium-Earth-orbit constellation.
MDA Space is expected to act as prime contractor for the UHF and X-band element, with Telesat working as a subcontractor. Negotiations on that component remain under way, so the C$2.3 billion award is substantial but does not represent the final cost or complete technical scope of the polar communications programme.
The additional 69 spacecraft give Lightspeed a larger manufacturing base while adding capacity intended for military use. Sharing an industrial platform with a commercial constellation may improve production economics, although it also creates demanding requirements around sovereign control, priority access, cybersecurity, service assurance, and the separation of sensitive defence traffic.
Domestic satellite production carries strategic weight
Canada is applying its Industrial and Technological Benefits policy to the project. Government estimates indicate that the procurement could create or maintain 2,600 jobs annually and contribute C$335 million a year to gross domestic product over approximately seven years, although those figures remain projections rather than guaranteed outcomes.
Manufacturing in Montréal provides the most visible industrial element. Producing dozens of satellites at volume requires repeatable assembly, electronics supply, payload integration, testing, and launch planning. A constellation also creates continuing demand for software, ground-segment engineering, operations, and replenishment beyond the initial production run.
The strategic-partner approach is intended to reduce the time between requirements analysis, development, and procurement by involving domestic industry earlier in architecture decisions. That may remove some conventional tendering stages, but it places greater responsibility on government to preserve cost control, technical scrutiny, and measurable performance as the design matures.
The award moves the programme beyond the partnership announcement made in December 2025. Engineering and options work has now produced a funded delivery step, allowing the Lightspeed expansion to proceed while definition work continues on the remaining frequency bands and supporting infrastructure.
No in-service date is stated in the announcement, and the government has not published terminal quantities, coverage thresholds, launch sequencing, or detailed service-level requirements. Those omissions make it difficult to determine when the Canadian Armed Forces will receive a complete operational capability or how the option periods map to deployment and support.
Availability will matter as much as headline bandwidth in the Arctic. Communications must operate through extreme weather, limited terrestrial infrastructure, and long distances, while remaining interoperable with NORAD and allied networks. The constellation and ground system will therefore require operational testing under the conditions they are intended to support.
The contract gives Canada a domestically anchored route to expanded polar connectivity and provides its space sector with a major production commitment. The decisive milestones now lie beyond the award: satellites must be built, launched, connected to ground infrastructure, integrated with military users, and demonstrated as a secure service across the regions where conventional communications are least forgiving.
